Portugal has established itself as one of the top ten most attractive destinations in Europe for Foreign Direct Investment (FDI), ranking 7th in 2023, according to the EY Attractiveness Survey Portugal. Known for its geopolitical stability and skilled workforce, the country attracts investors from sectors such as technology, software, and business services. Last year, Portugal saw a slight decrease of 11% in the number of FDI projects, totaling 221 initiatives—reflecting inflation, energy costs, and economic changes in Europe.
Key regions and sectors
Lisbon and the North remain primary FDI hubs, but the Center region is emerging as a new favorite for investors, nearly doubling its number of projects between 2022 and 2023.
The country stands out for its potential in clean technology and innovation, with Software, IT, and professional services sectors leading FDI. Additionally, countries like the USA, France, and Germany are among the largest investors, boosting the Portuguese market with a focus on strategic sectors.
Expectations and growth potential
Despite the slowdown, 84% of investors plan to expand or start operations in Portugal by 2025, and 77% expect the country’s attractiveness to improve in the coming years. The survey highlights the need for Portugal to focus on sustainability and fiscal efficiency to continue attracting investments.
