Nacionalidade portuguesa registra mais de 1,5 milhão de solicitações desde 2020

Between 2020 and the first half of 2025, more than 1.5 million people applied for Portuguese citizenship, according to the Portuguese Ministry of Justice. The official survey of Institute of Registries and Notaries (IRN) shows how demand has intensified:

  • 2022: 367.3 thousand processes (historical peak);
  • 2023: 274.8 thousand processes;
  • 2024: 277.6 thousand processes;
  • 2025 (until June): 121.4 thousand processes.

The growing volume also brought a consequence: in June 2025, there were 515.3 thousand cases pending decision at the Central Registry Office and other departments, according to information from the IRN, Jorge Rodrigues da Ponte.

Who else seeks Portuguese citizenship?

The profile of nationality applicants is varied, but some groups stand out in the IRN figures:

  • 31%: descendants of Portuguese Sephardic Jews;
  • 20%: foreigners with more than five years of legal residence in Portugal;
  • 15%: children of Portuguese people born abroad;
  • 14%: spouses or partners of Portuguese citizens;
  • 12%: grandchildren of Portuguese people.

Process digitalization: advances and limits

Due to high demand, there was a need to modernize procedures. In February 2023, the platform was created. Online Nationality, aimed at lawyers and solicitors. In the first year of operation alone, 28.8 thousand requests submitted by the system.

Despite simplifying steps and offering greater agility in some processes, the digital tool still represents a fraction of the total requests, which continue to overload public services.
