Foreigners from the CPLP in Portugal: new opportunities
By making entry more flexible for citizens of the Community of Portuguese Language Countries (CPLP), Portugal has become a preferred destination especially for Brazilians. Martins Castro lawyer João Roseira was one of the sources interviewed in the report, which you can read in full on here.
With changes to the Foreigners Law (23/2007), the Portuguese government facilitated the entry and regularization of Brazilians and Timorese, who can disembark in the country as tourists and apply for a residence permit.
Main changes and impacts
- Strict control at airports: The main control tool will be the immigration sector at airports, where it will be possible to stop and control the entry of Brazilians.
- Preference for Brazilians: Brazilians are considered preferential immigrants and do not need a visa to enter the country. With the new law, they can obtain residency documentation directly in Portuguese territory.
- Access to residence for CPLP citizens: Other CPLP citizens, such as Angolans and Mozambicans, continue to need visas, but can apply for residence permits through AIMA, with processes carried out online.
The Portuguese government, under the leadership of Luís Montenegro, has emphasized the priority given to citizens of the CPLP due to their linguistic and cultural proximity. The Action Plan for Migration, launched in June, highlighted the importance of facilitating mobility between CPLP countries, reinforcing the mobility agreement and increasing the capacity of consular posts by hiring new professionals.
