Portugal is consolidating itself as a global destination for millionaires with security, tax benefits and legal stability

Portugal is on the radar of the international financial elite.
According to the Private Wealth Migration 2025 report, the country is expected to attract more than 1,400 millionaires this year, with an estimated net worth of US$8.1 billion, placing it among the seven most sought-after destinations in the world and the third in Europe, behind only Switzerland and Italy. The explanation? A powerful combination of legal stability, personal security and tax advantages. “Portugal offers consistent incentives for investors and professionals, with emphasis on the tax regime for non-habitual residents,” says Renato Martins, CEO of Martins Castro.
This regime provides for a fixed tax rate of 20% on local income and tax exemption on income from abroad, provided that double taxation agreements are respected. The continuation of the program, now in version 2.0, signals the Portuguese government's commitment to keeping the country attractive even in times of international uncertainty. And the profile of those seeking Portugal has diversified. “After Trump's reelection, many Americans began to consider 'plan B' outside the US.
